Víctor Cantillo Maza

President


Víctor Cantillo is Professor and Senior Researcher of the Department of Civil and Environmental Engineering  at the Universidad del Norte (Barranquilla, Colombia). He is a member of the Colombian Academic Mobility Network RAM. In addition to his work as an academic and researcher, he has worked as a consultant in the areas of transport planning, road safety, transport infrastructure and logistics. He has been appointed Co-Editor-in-Chief of the new journal Latin American Transport Studies LATS


Dr. Cantillo has more than 25 years of experience in transport research . He is an expert in the use of econometric techniques to study travel behaviour. Víctor has worked on issues related to social and environmental impact assessment of transport projects, informality in public transport services and energy transition in vehicles, engineering education and humanitarian logistics, among others.

Angelica Lozano

Angélica Lozano is a senior researcher at the Engineering  Institute of the National Autonomous University of Mexico (UNAM), where she heads of the Transport and Logistics Engineering Research Group. She holds a degree in Applied Mathematics and Computer Science, and a Master's degree in Engineering from UNAM. She is a specialist in Geographic Information Systems from the Universidad Distrital Francisco José Caldas, Colombia, and holds a PhD in Operations Research from the Universitá degli Studi di Roma - La Sapienza -, Italy. Her research focuses on transport systems analysis, in the areas of multimodal transport networks, traffic analysis, urban freight transport and logistics, advanced traveller information systems and intelligent transport systems. She has been responsible for more than 50 research projects carried out for the public and private sectors, with the aim of contributing to solving national problems. Angélica has numerous publications in indexed journals, books, conference proceedings and dissemination journals, and nearly 100 technical reports. She is a Full Academician of the Mexican Academy of Engineering since 2015 and was the Secretary of the Special Commission of Municipal and Urban Engineering from 2016 to 2020.

José Holguín-Veras

Dr. José Holguín-Veras is the William H. Hart Professor and Director of the Volvo Foundation Centre of Excellence for Research and Education for Sustainable Urban Freight Systems (CoE-SUFS), and the Centre for Infrastructure, Transport and Environment at Rensselaer Polytechnic Institute. He has received numerous national awards, including the White House Champion of Change Award (2013) in Transportation, the Milton Pikarsky Award (1996) from the Council of Transportation Research Centers, and the US National Science Foundation (NSF) Award for contributions to freight transportation research related to economics. His research is in the area of freight transport systems modelling. He has published more than 250 scientific journal articles, book chapters, and reports. He received a Ph.D. from the University of Texas at Austin in 1996, and a Master of Science degree from the Universidad Central de Venezuela in 1984. He graduated in civil engineering from the Universidad Autónoma de Santo Domingo in 1982. He is Associate Editor of Transportation Research Part A: Policy and Practice and Network and Spatial Economics; and is a member of the Senior Strategic Review Board of the prestigious Journal of Operations Management. He is a member of numerous scientific committees in prestigious professional associations.

Angelo Guevara

Angelo Guevara is Associate Professor and Director of the Department of Civil Engineering at the University of Chile (UChile); Principal Researcher and leader of the Transportation area at the Institute for Complex Engineering Systems (ISCI) at UChile; Research Associate at the Intelligent Transportation Systems Laboratory at the Massachusetts Institute of Technology (MIT); External Associate of the Choice Modeling Center at the University of Leeds; Associate Editor of the Journal of Choice Modelling; and member of the Editorial Board of the journal Transportation Research part B. Angelo is a Civil Engineer from UChile. He holds a master's degree in transportation from UChile, as well as a master's degree and a PhD in the same area from MIT. He has received Fulbright and Martin Family Fellowships, the Leverhulme visiting professorship and a Fulbright professorship, as well as an honourable mention of the Eric Pas Thesis Award from the IATBR. His main research interests are in the area of choice behaviour modelling, on which he has published over 40 papers, with recent contributions on irrational choice, endogeneity, sampling of alternatives and integration of psychophysiological indicators.

Darío Hidalgo

Darío Hidalgo is Professor of the Department of Industrial Engineering at the Pontificia Universidad Javeriana. He holds a degree in civil engineering from the Universidad de los Andes, a Master degree and a Ph.D. in Urban Transport Planning from Ohio State University. He is currently the President of the Academic Mobility Network of Colombia RAM.

His experience  focuses on the field of sustainable urban mobility, road safety, public transport systems, and transport planning.


Throughout his career, Darío has worked on transport, road safety and mobility projects in Latin America and other parts of the world.  In addition to his academic work, he has collaborated with international organisations such as the World Bank and the IDB (Inter-American Development Bank). His research and publications have contributed significantly to the advancement of sustainable and safe urban mobility.

Ana Margarita Larrañaga

Ana Margarita Larrañaga is a professor at the Federal University of Rio Grande do Sul (UFRGS), Brazil and a researcher at the Transport Systems Laboratory (UFRGS). She received a Ph.D. in Transport Engineering in 2012, a MSc in Transport Engineering in 2008; and a specialisation in Finance and Economics in 2006 from the Federal University of Rio Grande do Sul, Brazil, and a Diploma in Civil Engineering in 2001 from the University of the Republic, Uruguay. She is a member of the Postgraduate Committee of the  Production Engineering Postgraduate Programme at the Federal University of Rio Grande do Sul and a member of the Production Engineering Graduation Committee at the same institution. She is the Deputy Coordinator of the Transport Planning Models and Techniques area of the annual conference of the National Association of Transport Research and Teaching (ANPET), the most important transport research and teaching institution in Brazil. 


Ana has been a board member of the Uruguayan Road Association in Uruguay and a PQ (research productivity) researcher at the National Council for Scientific and Technological Development (CNPq).  She is Co-Editor-in-Chief of Latin American Transport Studies LATS.


Her main research interests are econometric modelling, active transport, road safety and transport planning. She has participated in several research and transport projects in Brazil and other countries.

Thomas Guerrero

Thomas Guerrero is Professor at the Universidad Francisco de Paula Santander, Ocaña (UFPS). He holds a degree in Civil Engineer from the UFPS, a Master in Civil Engineering (Roads and Transport) from Universidad del Norte and a PhD from the Pontificia Universidad Católica de Chile and Newcastle University upon Tyne (double degree) in transport. He is a member of the Board of Directors of the Academic Mobility Network of Colombia, RAM.

His research has covered topics related to travel behaviour using econometric models and road safety. In particular, he has pioneered the study of endogeneity in discrete choice models.


Cinthia Perez

Cinthia Pérez is Professor of Industrial Engineering at the Escuela Superior Politécnica del Litoral (ESPOL), a prestigious public university in Guayaquil, Ecuador. She received her PhD in 2014 and her MSc in 2009, both in Industrial and Systems Engineering from the University of Florida. She graduated in Industrial Engineering from ESPOL, receiving the Gold Diploma for being the best graduate among the engineering programmes. Cinthia is a Fulbright Fellow, and obtained her scholarship for foreign students in 2008.  In 2014 she led the curricular revision and implementation of the new proposals for the 33 ESPOL degree programmes, supporting the initiative of the Vice-rectorate office. She was Vice-Dean of the Faculty of Mechanical Engineering and Production Sciences until 2019. Currently she is the Dean of Research at ESPOL. Cinthia was President of the XXII PANAM held in 2023 in Guayaquil, Ecuador.


In addition to her more than ten years of teaching experience, she has worked in the manufacturing industry, conducting energy efficiency and service audits for about 20 companies in the United States. His areas of interest are supply chain management, distribution systems and humanitarian logistics.

Mario Chong

Dr. Mario Chong is Professor at the Faculty of Engineering and Researcher at the Research Centre of the University of the Pacific (UP) in Peru. His research is in the area of applied operations research in urban and humanitarian logistics; with publications and projects worldwide. Dr. Chong received his PhD in Business Administration from the Faculty of Industrial Engineering at the Universidad Nacional Mayor de San Marcos in 2011, an MSc in Industrial Engineering in 2007 and an MSc in Systems Engineering in 2005 from the University of Lima. As an undergraduate, he received a degree in Industrial Engineering in 1997 and a bachelor's degree in Industrial Engineering in 1995 from the University of Lima.  He is Director of the Peruvian Association of Logistics Professionals (APPROLOG), FET National Contact Point of Horizon Europe, Stanford WIDS Ambassador, Member of the EDUNINE Steering Committee, Member of the SAP Academic Alliance and President of the XXI PANAM 2021-Lima.


Dr. Chong has experience in developing research projects related to the field of business such as business strategy, supply chain, operations, global business, agribusiness and rural associativity.

Carlos Paternina-Arboleda

Carlos D. Paternina-Arboleda, Assistant Professor at San Diego State University, works in Supply Chain AI-driven optimization and analytics. Holding a Ph.D. in Industrial Engineering from University of South Florida, he previously served as a Full Professor at Universidad del Norte in Colombia. Actively involved in editorial boards and advisory roles, his work focuses on embedding intelligent cooperative agent structures, such as reinforcement learning algorithms, evolutionary algorithms, and Generative AI into decision support systems for supply chain analytics and optimization. Dr. Paternina-Arboleda is Co-President of the XXIII Conference to be held in San Diego, California en 2026.

Miguel Jaller

Miguel Jaller is an Associate Professor, Vice-Chair, and Co-Director of the Sustainable Freight Research Program at the University of California, Davis. He received his B.Sc. and M.Sc. in Industrial Engineering from Universidad del Norte, Colombia, and his M.E. in Transportation Engineering, M.Sc. in Applied Mathematics, and Ph.D. in Transportation Engineering from Rensselaer Polytechnic Institute. His highly multi-disciplinary research analyzes the societal and private impacts of transport and logistics operations, technology, and policies to develop tools to achieve a sustainable and resilient transportation system. He is devoted to analyzing the interactions and impacts of socio-technical systems, especially in the research areas of sustainable transportation systems, freight and logistics, micromobility, electromobility, and disaster response logistics. Dr. Jaller is an award-winning researcher with over 15 years of professional experience and has led research and consultancy projects for private, Federal, State, International, and multi-lateral organizations in the U.S., Latin America, and Asia. Dr. Jaller is also an Amazon Scholar committed to decarbonizing goods distribution systems and is a member of various practice and research communities and committees. He is Co-President of the XXIII PANAM to be held in San Diego, California in 2026.
